The primary purpose of this position is to serve as the senior budget analysis and first level supervisor in the 673 Civil Engineering Groups Budget Office.
Duties
Serves as a senior specialist/supervisor in budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for assigned organizations/programs into a consolidated budget request. The employee directs day to day operations of the Finance Element, that includes the execution of an approved annual average operating budget of $140M and a $15M reimbursable program; that supports an $11.4B infrastructure covering 84,000 acres.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirement, EEO and diversity objectives. Develops, modifies, and/or interprets performance standards.
Expert in budget execution and administration work involving the monitoring of obligations incurred and actual expenditures of a budget with different sources and types of funding, such as direct annual, multiyear, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds.
Provides advice, assistance, and guidance on budgeting and related information. Devises and recommends the adoption of procedures to implement budgetary processes, policies, and regulations issued by MAJCOM or AF headquarters. Resolves and interprets ambiguous and conflicting budgetary policies and regulations.
Conducts analyses, reviews, and special studies of budget and/or related information. Reviews and assesses the long-term effects of budget guidelines, such as new or revised legislation, Programming Decision Memoranda (PDM), and Program Budget Decision (PBD) on assigned programs. Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of this certification program.
- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations; knowledge of multiple budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.
2. Knowledge of multiple budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s).
3. Skill in the application of analytical methods and techniques, mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses to make recommendations to resolve budget/funding problems.
4. Ability to communicate, plan, organize, and direct staff, mentor, motivate and appraise the staff effectively, both verbally and in writing, clearly, concisely, and with technical accuracy.
5. Knowledge of automated data processing concepts and systems capabilities to accomplish budget-funding tasks.
6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objective within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
