The primary purpose of this position to serve as the senior resource analyst, performing complex resource management functions involving the formulation, justification, and/or execution of various appropriated funds budgeted for the Alaskan Command (ALCOM).
Duties
Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, budgeting, funding, forecasting, and status of funds.
Ensures proper execution of the ALCOM budget.
Provides financial advisory services for a segment of the ALCOM budget.
Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.
Provides technical and administrative supervision to the limited number of staff (typically less than five positions with at least one civilian) in the Financial Management Office, duties requiring less than 25% of work time.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements
- Employee may be required to work overtime and/or be “on call” after normal duty hours, which may include evenings, weekends or holidays
- May be required to perform Battle Roster functions during Exercise and Real-World events, Battle Roster functions may include but are not limited to
- (cont.) Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N,NC Deployment and Distribution Operations Center (NDDOC)
- (cont.) Joint Intelligence Operations Center North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and /or alternate duty locations

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert and in-depth knowledge of the DOD Planning, Programming, Budgeting and Execution System to properly execute the ALCOM budget. Advanced knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other DOD, Joint, AF, and USNORTHCOM guidelines which apply to ALCOM programs; sources, types, and methods of funding; and budgetary and financial relationships between assigned budget(s) and budgets and programs of other DOD components and organizations to analyze financial activities, develop talking papers, and provide ad hoc reports.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management. And knowledge of the mission, roles, functions, organizational structures, and operation of DOD, OSD and Air Force organizations involved with financial management matters.
2. Knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, applications, and data structures. And knowledge of the DOD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DOD budget and financial management regulations, OMB Circulars, and Congressional legislation.
3. Ability to plan, organize, mentor, motivate, and direct a budget team in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments.
4. Ability to effectively communicate orally and in writing and establish and maintain effective working relationships with all levels of management.
5. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
6. Ability to plan, organize, and direct the functions, operations, and staff of a small organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
