The NIH Office of Communications & Public Liaison Online Information Branch (OLIB) within the NIH Office of the Director is NIH's central resource for reporters seeking information, interviews, and media assets about NIH and its 27 Institutes and Centers. Our office provides management oversight and guidance for NIH's digital communication to ensure its information is communicated to the appropriate audiences using multiple channels.

Duties

Responsible for providing high level consultation and direction to professionals and senior management in areas of systems development, systems deployment and technical feasibility. Must be able to translate complex technical subject matter in order to communicate to both junior-level and senior-level staff. Leads in developing and implementing strategies, standards, and guidelines for software/online testing. Develops schedules, milestones and reporting procedures for his/her own projects, as well as technical projects led by others within OLIB. Plans and leads the systems analysis, design, programming, testing, and installation of the proposed systems

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirements: One (1) year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates IT related experience in each of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations; AND One (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector typically gained in the IT field or performing IT related tasks such as: approving code before deployment used in software/web applications built using common programming languages (e.g., JavaScript, Python, SQL, C, C#, Visual Basic, PHP); approving SQL data manipulation statements (SELECT, INSERT, UPDATE, and DELETE) and stored procedures used in software/web applications; validating that software/web applications meet system and customer requirements through various testing/acceptance procedures (unit, integration, functional, system, stress, performance, usability, acceptance, etc.); and, developing internal standard operating procedures on coding techniques, styles, documentation, and deployment releases.
