This position is part of the National Nuclear Security Administration, Department of Energy. A successful candidate in this position will serve as Program Analyst. The incumbent will provide high-level support to the advancement of NNSA and NA-1.1 mission priorities, which focus on enterprise-wide initiatives and efforts including strategic planning and policy efforts undertaken with the NNSA labs, plants, sites and NNSA program offices.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12.
Specialized experience for this position is defined as: Experience in managing all or some aspects of organizational strategic planning in support of advancing the organizational element's long-term strategic priorities.
This may include, e.g.: demonstrated coordination and/or collaboration with strategic planning stakeholder, within or external to the organization; provision of high-level advice and recommendations to overcome issues in the implementation of a strategic process or plan, and experience in drafting, editing, and preparing documents for staff, senior-level management, organizational staff, and external entities to help explain and advance strategic planning outcomes.
Examples of Specialized Experience May Include:
1. Developing and implementing strategic plans for an organizational entity.
2. Identifying and managing program adherence to standards and governance.
3. Reporting on program performance to senior level leadership.
4. Developing a risk mitigation plan to resolve problematic issues/concerns.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.

Education
There is no education requirement or substitution at the NQ-03 grade level.
