About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command ACOFS G3 Fort Meade, MD.
Duties
Lead efforts to document command acquisition workforce policies and processes.
Propose necessary revisions to take full advantage of available flexibilities or to respond to lessons learned or changing acquisition parameters.
Participate in working groups tasked to address acquisition initiatives relevant to the cyberspace community.
Serves as the Command’s empowered representative tasked with shaping developmental acquisition guidance.
Keep abreast of acquisition regulatory and policy changes to assess their applicability to DoD cyber capability acquisition planning.
Participate in special projects and initiatives and performs special assignments.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three-year probationary period may be required.
- Incumbent must sign statement acknowledging this is an Excepted Service position that does not confer competitive status.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position is subject to a pre-employment screening, and random testing thereafter.
- Incumbent will be required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually.
- Incumbent may be required to work irregular hours.
- The incumbent selected for this position must meet the NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- The incumbent may be required to travel by military or commercial aircraft in the performance of TDY assignments.
- This is an Army Acquisition, Logistics, and Technology Workforce position. Selectee must meet position requirements for Advanced (formerly Level III) Contracting certification within 48 months of entrance on duty.

Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Interpreting and applying the wide and rapidly evolving range of concepts, principles, and practices governing federal and DoD acquisition; 2) Supports and leads cyber acquisition professionals in development of enterprise-level reference sources; 3) Evaluate reports by analyzing facts and performing appropriate research and prepares detailed responses within established timeframes; and 4) Apply analytical methods to analyze all phases of enterprise-level acquisition programs, including security and risk management.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
