About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Office of the Chief of Staff of the Army, G-2- CounterIntelligence, HUMIT, Security and Foreign Disclosure Directorate at the Pentagon, Arlington, VA.

Duties

Serves as a Security Specialist in the Integrated Security and Threat Mitigation Branch, Security Division of the Office of the Deputy Chief of Staff (ODCS)G-2, Counterintelligence, HUMIT, Security and Foreign Disclosure Directorate. Working policy matters concerning Science and Technology (S and T) and program protection (PP) and countermeasure plans for the protection of controlled technical information (CTI) and critical program information (CPI). Develops and assess security requirements to protect CTI and CPI to ensure compliance with current information, industrial, cyber, physical, communications security, operations security, and foreign disclosure policy. Responds to emerging and expanded security requirements and resolves complex security problems for Army-wide application. Provides policy guidance and oversight to Headquarters, Department of the Army (HQDA), Army Commands, Army Service Support Commands, Direct Reporting Units, and other Army Activities. Reviews and uses data analytic methodologies to evaluate integrated security and threat mitigation programs, identify errors, track and monitor operations, tasks, and completions of numerous programs and projects. Responsible for the development of Army Science and Technology (S and T) and program protection (PP) processes to support of the research, development, and acquisition efforts, across all national security classification domains.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information.
  • Must obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) and the Security Asset Protection Professional Certification (SAPPC) within their first two years of employment.

Specialized experience is defined as experience formulating information security policy for a scientific/research organization based on federal regulations; AND providing counterthreat measures to ensure the protection of controlled technical information for a scientific/research and development organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). You will be evaluated on the basis of your level of competency in the following areas: Program SecurityResearch and Technology Protection (RTP)Vulnerabilities Assessment and Management Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
