The incumbent of this position is responsible for the administration and achievement of all aspects of the programs that operate under the broad mission of Field Management Division (FMD). FMD is responsible for the overall planning, development, administration, and management of all grain inspection and weighing and related support programs and activities.
Duties
The duties may include, but are not limited to:
Develops and reviews new or revised standards, policies, and procedures, and interprets and adapts them to FMD operations.
Reviews proposed programs, policies, and procedures inherent in Agency operations to determine that they are coordinated internally and with other agencies.
Formulates and administers immediate and long range plans and objectives, which shape the success and outcomes of the Division, national and international standards, policies and procedures.
Anticipates and recognizes significant problems, developments, and trends, and uses cutting edge solutions for a variety of complex issues that affect the efficiency and effectiveness.
Providing expert technical and policy guidance to the Deputy Administrator concerning the most significant, controversial, and complex issues facing the Division.
Evaluates and assesses thoroughly the cost effectiveness of new proposals and/or existing programs on a recurring basis.
Provides leadership and guidance in facilitating and directing the efficient utilization of technical resources.
Develop and execute long-term strategies to effectively recruit and retain high quality personnel for FMD and addresses recruitment and retention issues.
Ensures that the activities of FMD are carried out in a manner that supports the Agency’s civil rights leadership program.
Requirements
- You must be a US Citizen or US National.

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Developing, interpreting, and implementing standards, policies, regulations, or instructions.
Conducting research to promote and/or evaluate issues related to the quality of agricultural commodities.
Building coalitions to resolve marketing challenges associated with agricultural commodities.
Budgetary planning, execution, tracking, and reporting of revenue and/or allocated funding.
Arranging and deploying technical training to help staff deliver service to customers.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
