You will serve as a Human Resources Specialist (Employee Relations/Labor Relations) in the Command Operations Department, Human Capital Management Division of FLEET READINESS CENTER SOUTHWEST. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will promote effective employee-management relations. You will provide assistance in the areas of discipline, adverse actions, grievances, employee counseling and related functions. You will research facts, legal precedents and define legal and factual parameters and issues of cases. You will ensure official case files are properly maintained in accordance with all regulatory guidance to support proposed or final actions. You will respond in writing to appeals or prepare documents for hearings.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You must obtain and maintain required certification and/or license as a condition of employment.

Qualifications

GS-05: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector. General experience must demonstrate the ability to: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing. GS-07: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in researching Employee Labor and Relations problems; 2) Preparing documents for hearings; and 3) Assisting in the areas of discipline, adverse actions, and grievances. Education

In lieu of general/specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows:

GS-05:
4-year course of study leading to a bachelor's degree

or

A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

GS-07:1 full year of graduate level education

or

Superior academic achievement

or

A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
