You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (LABOR RELATIONS/EMPLOYEE RELATIONS) in the Command Operations Department, Human Capital Management Division (HCMD), Labor & Employee Relations (L&ER) Branch of FLEET READINESS CENTER SOUTHWEST. The incumbent supervises HR Specialists and Assistants providing Labor Relations, Employee Relations, Workers Compensation, Drug Free, Leave Programs and Light Duty services and works with the local Labor-Management Partnership Team (LMPT).

Duties

You will serve as the first level supervisor of employees assigned to the section within the Division. You will provide technical and administrative direction to subordinates (HR Specialists and Assistants) and establish priorities for the work of the LER branch. You will conduct extensive analysis of teams' workload to provide innovative problem resolution and to develop improved methods and techniques for team members to complete work. You will conduct systematic strategies to develop management interests and respond to union interests at the bargaining table. You will provide advice on complex and controversial issues such as overcoming management resistance to bilateral consultation and cooperation as well as develop strategies to deal with diverse management needs and views. You will act in compliance with federal employee relations laws, rules, regulations principles and practices to effectively support the workforce, to enhance employee engagement, and to create a high-performing work culture. You will effectively address employee conduct and performance deficiencies and resolve employee disputes. You will manage and enhance employee performance programs by possessing familiarity with performance management systems and supporting the individual manager's effectiveness in monitoring, assessing and recognizing employee performance. You will develop, implement and communicate Labor and Employee Relations policies and directives that are aligned with legal requirements and organizational goals. You will demonstrate high standards of personal and professional conduct to represent the organization effectively and be action oriented due to the critical nature of the command mission. You will use written communication to emphasize clarity, technical writing, and attention to detail, alongside verbal competencies that focus on effective communication, active listening, and interpersonal skills. You will use the above competencies to foster a positive workplace environment, support a well-informed command leadership team and ensure compliance with federal regulations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying a wide range of human resource management theories, concepts, principles, laws, rules, regulations, precedents, and procedures related to employee and labor relations to advise, identify interrelated problems, draw conclusions and recommend appropriate courses of action; 2) Establishing and maintaining effective relationships with managers and supervisors as well as gain confidence and cooperation of managers and supervisors on difficult/sensitive issues; 3) Advising on labor relations issues within organizations with a wide variety of occupations and significant employee issues such as standby, overtime, shift, and environmental pay issues; 4) Ensuring that appropriate advice and assistance is provided in the areas of discipline, adverse actions, grievances, employee counseling, and related functions; and 5) Supervising a team in effective HR service delivery and developing a team through motivation, mentoring, and coaching.
