You will serve as a LEAD HUMAN RESOURCES SPECIALIST (RECRUITMENT/CLASSIFICATION) in the COMMAND OPERATIONS DIVISION, HUMAN CAPITAL MANAGEMENT DIVISION of FLEET READINESS CENTER SOUTHWEST.

Duties

You will communicate to the staffing team any assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. You will distribute and balance workload and tasks among employees; making adjustments to accomplish the workload to ensure timely accomplishment of tasks and that each employee has an integral role in developing the final team product. You will serve as HR consultant to management on all personnel staffing matters with responsibility for resolving controversial, complex and difficult types of problem cases. You will collaborate with staff and OCHR counterparts to discuss significant staffing issues, develop innovative staffing solutions, and alternative courses of action to ensure compliance with merit system principles and practices. You will conduct analysis and assist activity in developing organizational design, position management and succession planning based on the mission, current staff and future staffing requirements of the activity/command being studied. You will analyze and advise on Federal classification of a variety of positions including General Schedule, Federal Wage System and those falling under Pay Banding or Demonstration Projects. You will advise managers on position management policies and provide recommendations for improvements in position and organization structures considering the full range of life cycle requirements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leads the Staffing, Classification, and Policy team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization, adjusting to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks, and ensuring each employee has an integral role in developing the final team product; 2) Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks; 3) Responsible for providing management recruitment and placement advisory services and support affecting highly complex, frequently changing organizations with a wide variety of difficult personnel actions that are often sensitive and extremely complex in nature; 4) Administer the merit promotion and placement program providing a full range of internal and external placement and recruitment responsibilities; 5) Prepare, classify, evaluate, and develop position descriptions and ensures work assignments, such as Classification actions, Consultations on classifications, position management and functional statements, Desk Audits, Consistency Reviews, reports, etc. are executed in a timely manner; 6) Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met; 7) Oversees all aspects of the human resources policy management process and analyzes proposed policies, directives, and regulations.
