You will serve as a SUPERVISORY POLICE OFFICER (Deputy Police Chief) in the Provost Marshal Office/Marine Corps Police Department of MARINE CORPS BASE CAMP PENDLETON.

Duties

You will serve as the Deputy Police Chief for the Provost Marshal Office (PMO). You will assist the in the planning, managing, directing, and evaluating of law enforcement and security operations. You will maintain close liaison with the Operations Officer and Provost Marshal/Chief of Police relating to the department's policies and procedures. You will be responsible for the development of law enforcement programs, training schedules, personnel actions, and operating plans for the Provost Marshal Office (PMO). You will be responsible for assigning work through subordinate supervisors and will be available to discuss problems and develop solutions. You will review inspection reports and studies and implement corrective actions or make recommendations to resolve problems. You will develop short term and long term solutions to operational process issues. You will make periodic onsite inspections of law enforcement patrols. You will work alongside with labor and human resource offices to ensure mission and employee relations and you8 will meet with security and law enforcement union representatives.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to possess and maintain a current valid United States driver's license and be able to maintain a U.S. Government emergency vehicle operator's license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is Mission-Essential. Failure to meet conditions of employment may result in disciplinary action or termination.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service. You must have reached your 18th birthday prior to appointment.
  • Position is subject to shift work, subject to 24-hour recall and maintain a 24-hour recall notification number and required to respond. May be subject to being interrupted from meal or other breaks while on duty. Overtime may be required.
  • Must pass a sanctioned physical agility test and medical evaluation and pass periodic re-tests as required. You will be required to successfully complete a pre-appointment physical examination.
  • This position does not meet the definition of law enforcement officer (LEO) and is excluded from coverage as LEO for purposes of Federal Employment Retirement System-Base Annuity IAW 5 CFR, Part 842, Subpart H.
  • You will be required to wear a uniform and sustain an appearance in accordance with program grooming standards per Marine Corps Orders/policies.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You may be required to respond to off base circumstances as directed by installation commanders, with USMC and DoD policy.
  • Failure to meet conditions of employment may result in disciplinary action or termination.
  • You must be able to use all police equipment, certify in the use of radar detection and alcohol detention equipment, field sobriety tests, expandable and obtain other certifications required to accomplish the duties of law enforcement officer.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector that provided knowledge of a wide variety of laws and regulations relating to law enforcement operations, practices, and techniques, and involved the responsibility for maintaining order and protecting life and property. Specialized experience must demonstrate performing the following duties: 1) Developing, implementing, and overseeing law enforcement programs and policies, training schedules, personnel actions, and operating plans at a military installation or civilian community; 2) Resolving complex employee complaints and group grievances (e.g., collective bargaining units, unions); 3) Performing statistical, financial, and productivity analysis for short and long-range requirements based on prospective changes in operations and service functions; 4) Monitoring multiple major functional areas to achieve operational synergy of effort for a law enforcement organization; and 5) Managing or overseeing personnel support activities of a large organization. Training may be conducted at a regional training or other designated facility. As first responders to chemical/biological attacks, must be able to train and wear individual protective equipment to include mask, suit, boots and gloves. If conducting law enforcement operations in navigable waters, must attend the Inland Boat Operator Training Program at FLETC or a similar course.
