The primary purpose of this position is to serve as a senior Program Analyst, responsible for conducting a wide variety of studies, analyses, and evaluations related to command programs and the planning, programming, and management of command resources.

Duties

Conducts resource program development, evaluation, and defense in support of the USSOCOM Program Objective Memorandum (POM). Serves as USSOCOM expert for the Planning and Programming phases of the DoD Planning, Programming, Budgeting, and Execution (PPBE) cycle from formulation and staffing of a POM, submission of the POM to the Office of the Secretary of Defense (OSD), and adjudication through Program/Budget Review (PBR). Provides comprehensive program analysis for resourcing of USSOCOM acquisition, manpower, operational, and support requirements. Develops recommendations and presents program resource briefings to senior decision makers. Conducts and defends independent analysis and evaluation involving all aspects of command programs and resources. Supports the J8-P Division Chief to plan, organize, and conduct division activities to ensure J8 compliance with legal and regulatory requirements to meet customer needs. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements.

  • Work may occasionally require travel away from normal duty station on military or commercial aircraft, either within or outside the continental United States.
  • Employee must be able to obtain and maintain a Top Secret Security clearance.
  • This position is designated as Testing Designated Position under the Air Force Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing.
  • Appointee must sign a statement acknowledging the position occupied as a TDP.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the theory, principles and applications of DoD Planning, Programming, Budgeting, and Execution (PPBE) cycle, the DoD Strategic Planning Process (SPP), and DoD acquisition and life cycle management. Detailed knowledge of the Program Objective Memorandum (POM) development schedule and its execution. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of DoD Planning, Programming, Budgeting, and Execution (PPBE) principles, the DoD Strategic Planning Process (SPP), and DoD acquisition and life cycle management policies and procedures. 2. Comprehensive knowledge of OSD resource systems to include the DoD Resource Data Warehouse (DRDW), Program Resources Collection Process (PRCP), Standard Data Collection System (SDCS), Select and Native Program (SNaP) data collection system, and the Comptroller Information System (CIS) with skill in the extraction and input of data to meet OSD submissions and timelines. 3. Comprehensive knowledge of Microsoft Office Suite, particularly Excel, Word, Outlook, and PowerPoint, sufficient to gather/extract data, develop documentation, briefings, and perform as a portal manager with Microsoft SharePoint. 4. Expert knowledge of a wide range of qualitative and or quantitative methods and techniques used in program evaluation and fiscal analysis. Sufficient to recognize and analyze resourcing problems, and apply this skill and techniques to develop and compare alternative program and budget actions, and to determine, recommend, and defend optimal approaches to resourcing of USSOCOM programs. 5. Skill in Oracle applications Business Intelligence (BI) and Hyperion, especially as they apply to interfacing with PPBES-MIS and the POM process; specifically input/submission of database changes for Zero Balance Transfers, POM Issues, and data corrections. 6. Skill and ability to communicate effectively both verbal and written, sufficient to provide briefings, visual resources/reports, presentations, documentations, defend resourcing information, and protect sensitive information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
