These positions are in the Office of the Chief Financial Officer, National Finance Center, Government Employees Services Division, Client Services Directorate, Applications Testing Branch in New Orleans, LA. Serves as a Project Leader for major projects assigned to the Division/Branch and is primarily responsible for analyzing proposed system changes and/or enhancements to any of the myriad of automated processing systems which support the Division's lines of business.

Duties

Tests automated payroll/personnel systems and report findings. Tests ongoing studies of subsystems for automated Payroll/Personnel systems. Tests proposed system requirements and/or enhancements to the system. Make recommendations for critical or controversial test findings. Reviews projects for feasibility, cost effectiveness and practicability. Prepares comprehensive reports of analysis. Interprets new regulations issued by the Office of Personnel Management or regulations pertinent to "new client" agencies to determine the impact on existing systems. Knowledge of the NFC functions and policies, applicable laws, regulations, and practices of the agencies serviced.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience: GS - 09: At least one year of specialized experience, equivalent to the GS-07 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with to particular competencies to successfully perform as a Program Analyst. Examples of such experience include: experience utilizing payroll/personnel automated systems. Experience in the testing of new client data to determine if data requirements are feasible and compatible with the NFC Systems, Experience in data analysis and reporting. gathering; Experience preparing presentations that include tables, lists, charts, and graphics. GS - 12: At least one year of specialized experience, equivalent to the GS-09 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with to particular competencies to successfully perform as a Program Analyst.Examples of such experience include: experience as a project lead on major system redesigns and modifications, monitoring and client compliance deadlines; Experience utilizing payroll/personnel automated systems. Experience in the testing of new client data to determine if data requirements are feasible and compatible with the NFC Systems; Experience conducting research data gathering and compiling into written formats for presentation; Experience in producing written products or presentations that include tables, lists, charts, and graphics. NOTE: This experience must be demonstrated on your resume/supporting documents. Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. GS-09: One year at the GS-07 is required to be eligible for the GS-09 GS-12: One year at the GS-11 is required to be eligible for the GS-12 Time-in-Grade requirements must be met by the closing date of the announcement. Education

Qualifying Based on Education:

GS-09- 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

Combination of Education and Experience may be substituted for experience in the following: GS-09: You may combine education and experience to meet the specialized experience requirement. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Only education above the first 18 hours of graduate education is creditable towards meeting the requirement at the GS-09 grade level.) Transcripts are required at the time of application.

GS-12: There is no substitution of education for experience at this grade level.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
