About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities. This is a GS-13 equivalent position and is also a Team Lead position.

Duties

Serves as appointed CECOM Alternate EPCO. Lead policy and education mission areas, assigning work to the team based on priorities and difficulty of assignments to support organizational mission. Develop, document, and reinforce US Army Communications Electronics Equipment and Systems Publications Program policies and processes. Develop and maintain technical and procedural guidance to ensure division technical writers are able to perform their duties effectively and in accordance with publication regulations. Monitor status of other technical writing support function mission areas as required, providing guidance to resolve nonstandard problems. Respond to field inquiries and requests from other agencies for CECOM technical publications assistance to resolve complex or controversial problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a Non-Critical Sensitive SECRET clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for LIFE CYCLE LOGISTICS certification within 48 months as of entrance on duty.
  • One-year probationary period may be required.

Specialized Experience: 1) Interpret regulatory guidance to develop, edit, and publish equipment publications, for all levels, that articulate highly technical/complex information for communications systems, applying policy and logistics support data as sources to enhance publication outcomes; 2) Develop and provide formal or informal training, mentoring, and/or coaching to technical writers; AND 3) Conduct research using regulatory guidance to develop creative and practical solutions to nonstandard equipment publication problems. AND Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. ***NOTE: TRANSCRIPTS ARE REQUIRED even if you are a current federal employee.*** OR Specialized Experience (for positions above GS-5): Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications. Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements within 30 days of the closing date of the announcement.
