About the Position: This position falls under the Defense Health Agency-Tidewater Market, functioning as both the Head, Laundry and as the supervisor for the operation providing linen services to all linen customers under the Directorate of Resource Management, Housekeeping at the Naval Medical Center Portsmouth.

Duties

Exercise administrative and technical control over all personnel and functions in the Laundry. Plan, coordinate, and direct annual and day-to-day operations involving all aspects of linen distribution throughout the Hospital complex and the branch medical clinics, including linen distribution functions, inventory, and inspections. Manage difficult accounting procedures in order to prepare coherent, comprehensive reports. Act as the Contracting Officer Representative (COR), representing the Contract Officer in administrating a fixed price, including reviewing and evaluating contract modifications and reviewing invoices against inspection reports. Develop and perform a wide range of contract surveillance duties and procedures for review of contractor performance, efficiency, effectiveness and acceptability/non-acceptability of performance. Accomplishing pre-bid quality assurance (QA) tasks, QA inspections, and performance of certain contract administrative functions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position requires a pre-employment physical.
  • This position has a one-year supervisory probationary period unless previously completed.

Specialized Experience: One year of specialized experience which includes, reviewing pre-bid contract specifications using quality assurance methods and procedures; conducting pre-bid site visits and inspections; analyzing contract performance based on surveillance schedules and written summary of performance; performing bookkeeping reports to document daily linen reports, shortages, requisition document numbers and monthly linen usage; investigating complaints from customers relative to service, damages, property loss and other matters; reviewing and evaluating contract modifications; conducting annual linen inventory of a hospital or/and clinic. You will be evaluated on the basis of your level of competency in the following areas: Contract Performance ManagementContracting/ProcurementProduction and ProcessingQuality AssuranceWork Practices (includes keeping things neat, clean and in order) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
