The primary purpose of this position is to serve as Assistant Chief for Emergency Medical Services (EMS) responsible for developing and managing a comprehensive EMS program of a sufficient magnitude for all functional areas of the base Fire Emergency Services Flight.

Duties

This position will support the Federal Government's response efforts to COVID-19. Plans, organizes, and directs the activities of Emergency Medical Services (EMS) section, ensuring that first line responder activities comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. As the Assistant Chief of Emergency Medical Services, plans, develops, implements, reviews, and evaluates the comprehensive Fire Department Emergency Medical Services at the installation. Prepares and develops specialized Emergency Medical Service Management Plans and Standard Operation Policies/Guides defining the EMS program based on interpretation and/or adaptation of instructions and policies formulated by higher headquarters or other federal government agencies. Participate within the incident management system as a command staff member and respond in accordance with SOP/SOG to emergency incidents.

  • The employee is required to work a 72 hour week on a 24 hour on/24 hour off basis which includes weekends, and holidays. May be subject to recall.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required.
  • Position requires the ability to discern colors, contrast, and depth.
  • May be required to participate on Hazardous Materials Teams (HAZMAT).
  • May be required to perform duties associated with the operation of aircraft arresting barrier equipment.
  • This position is designated as a "Key" position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: Employee must be able to obtain and maintain a secret security clearance. Physical demands include heavy lifting, walking, crawling, kneeling, rapid mental and muscular coordination, climbing, and is required to maintain physical fitness requirements necessary to perform the job. Work environment may include outside work and inside work, excessive heat and cold, dust, smoke, water, fumes, slippery or uneven walking surfaces, above or below ground, and irregular hours of work; i.e. day and or night. The Fire Chief may appoint the incumbent to serve on the following teams; Emergency Operations Center (EOC), Wing Inspection Team (WIT) and/or Response Task Force (RTF). Upon assignment to one of these teams all training requirements will be completed within the timeframe as required by the Fire Chief. The incumbent must successfully complete the requirements under the Air Force Fire Emergency Services Credentialing (FESCRE) Program as Incident Commander within 365 days of hiring. The incumbent of this position must sustain NWCG Wildland Red Card requirements to include annual work capacity test. If the incumbent does not currently hold the WLF Red Card, they must complete all academic and work capacity test requirements within six months. The position requires a pre-employment physical examination. Must maintain current state or national Paramedic certification. QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Fire Protection and Prevention Series, 0081. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes : Knowledge to apply Advanced Life Support techniques and protocols and (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Certification requirements for this position are: Airport Firefighter (includes Firefighter I, II), Fire Officer III (includes Fire Officer I, II), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Inspector I), HAZMAT Incident Commander (includes HAZMAT Awareness and HAZMAT Operations), and National Registry Emergency Medical Technician (NREMT) - Paramedic (EMT-P) certification. Position covered as secondary under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5U.S.C. 8336(c), and 5 CFR 831.902]. **Position may or may not be covered under Special Retirement Coverage outlined in 5 CFR 831 Subpart I for CSRS or 5 CFR 842 Subpart H for FERS covered employees** KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic and specialized airfield and structural firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures. Knowledge of basic building design, construction, and occupancy; of the latest changes in aircraft cockpit design, ordnance placement, and cabin layouts to include the operation of hatch or canopy release mechanisms, ejection seat mechanisms, and/or oxygen supply systems; and of safety requirements as outlined in applicable safety standards, regulations, and/or technical orders. Knowledge to apply Advanced Life Support techniques and protocols. Skill in operating communications equipment. Ability to maintain good working relations; to communicate orally and in writing; and to lift and carry heavy loads. Ability to plan, organize, and direct the functions and staff of the organization; including ability to effectively apply agency personnel, safety, and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
