Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As the Lead Administrative Officer, you will serve as principal advisor on all administrative management matters associated with programs and operations.
Your major duties and responsibilities include:
Coaching the team in applying appropriate problem-solving methods and techniques and providing advice on work methods, practices, and procedures.
Defining goals, recommending courses of action, and implementing alternative policies chosen for various administrative areas, such as, Human Resources and onboarding or facilities, property and/or space management, and security and/or safety administration.
Serving as a point of contact for the timekeeping system and overseeing other timekeepers in the proper use of the program, e.g., input of employee information.
Participating in leading staff and developing new strategies for maintaining a strong customer service orientation which provides quality services in a timely manner.
Providing advice and recommendations, both orally and in writing on administrative matters, operating plans, suggestions, and proposals.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
Providing expert consultative and technical services to leadership and staff on a broad range of federal administrative and human resource (e.g., timekeeping, facilities and space management, recruitment, etc.) issues to ensure compliance with policies and regulations.
AND
Designing and leading analyses of federal administrative and human resource processes, procedures, and systems to enhance an organization's workforce capacity in meeting established goals and objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
