About the Position: Serves as a technical expert in one or more areas of telecommunications systems technology, such as data communications networks, telecommunications switching systems, or telecommunications transmission systems. This position is subject to the NH 03 Non-Supervisory Senior Professional or Team Lead control point of the CECOM Control Point Policy.

Duties

Serves as team leader responsible for assigning tasks, providing technical guidance, and coordinating the work of lower-grade telecommunications specialists and electronic engineers. Analyzes telecommunications systems requirements submitted in various forms and formulates system design. Directs, reviews, and approves the technical efforts of lower grade telecommunications specialists and engineers in the assigned program area. Prepares engineering designs and drawings, installation plans, equipment specifications, statements of work, delivery orders, and technical reports. Provides on-site IT support to Project Manager Integrated Enterprise Network. Analyzes and interprets regulations, policies, and guidelines relating to program areas, and provides authoritative technical guidance to lower grade telecommunications specialists and engineers in the assigned program areas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate. Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements within 30 days of the closing date of the announcement. To qualify based on your experience, your resume must describe at least one year of experience in providing on-site IT support to an enterprise customer; assist with the design and implementation of an Internet Protocol (IP) network backbone upgrade, complete site surveys of legacy IP networks, identify infrastructure requirements, develop engineering documents, conduct on-site quality assurance, characterize and fault isolate IT installations, evaluate vendor test reports, facilitate end-to-end system acceptance tests and assess vendor's installed solution.
