About the Position: Applies a comprehensive knowledge of organizational force structure development and manpower management principles, techniques, policies, directives, and procedures.

Duties

Edit table of distribution and allowances (TDA) submitted to ensure descriptions of organization mission, capabilities, manpower and equipment summaries and other information pertinent to the unit is included. Review table of distribution and allowances (TDA) for documentation for all full time equivalent (FTEs) for customer and direct funded billets to meet mission objectives. Develop the manpower program and budget at established Command planning, programming, budget, and execution system, (PPBES) for inclusion in the program objective memorandum (POM), Command Operating Budget (COB), and the Command Plan. Ensure documented military/civilian manpower authorizations are identified under the correct appropriation at the Headquarters Command Planning, Programming, Budgeting, and Execution (PPBES) level for Command subordinate activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to obtain and maintain a SECRET security clearance.
  • Temporary duty travel (TDY) of 15% may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
