This is a Direct Hire Authority (DHA) solicitation for U.S. Army Research Institute (ARI). About the Position: Serves as Program Analyst in the Program, Budget, and Strategy Office in Fort Belvoir, VA. This position is under the Laboratory Demonstration Project. The DE-02 broadband incorporates former GS equivalents GS-5 step 1 through GS-11 step 10 grade levels and salary levels. This position is being filled at the GS-9 equivalent.

Duties

Prepare and present briefings, reports and other written communications in a clear and concise manner. Utilize cost benefit analytic methods to contribute to multi-year planning and fiscal year strategy. Apply analytical and evaluative methods to develop policies, procedures and strategic plans. Develop and execute policies/procedures for workload planning and analysis, and administrative management. Provides advice and assistance on Federal Contract/Procurement issues and activities. Advise supervisors and employees on any concerns related to proposals and funding requests.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for a Program Analyst: To qualify you must meet the minimum requirements at the next lower band (DE-01) grade level equivalent (GS-04) to enter into the DE-02 pay band position equivalent to the GS-05 at the entry level. General Experience: Three years progressively responsible experience, one year of which was equivalent to at least the GS-04 grade level, which involves duties such as assisting with analyzing problems by researching data; providing clerical duties; planning and organizing work; and communicating effectively both orally and in writing. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four-year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if the combined percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. One year of specialized experience which includes: assisting in managing resources and analyzing procurement methods (e.g., processing and reviewing procurement actions and documents for accuracy in accordance program plans and procurement-preparation guidelines). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DE-01 (GS-04).
