Duties

You will serve as a Management Analyst in the Agency Program Coordinator Division, Manpower and Personnel Department at Naval Computer and Telecommunications Station (NAVCOMTELSTA) San Diego. You will serve as the Civilian Personnel (CIVPERS)/Manpower Division Officer providing services to a geographically spread out organization. You will provide CIVPERS/EEO/Manpower advisory services mandated by higher authority. You will implement Civilian Personnel, EEO, and Manpower policies, act as the First Level Command Classification Evaluator, coordinate and implement Command Incentive Award Program, and the Civilian Training Officer. You will provide interfaces between NAVCOMTELSTA and Headquarters. You will develop, analyze and advise on improving work methods, assignments, manpower support and internal controls.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience preparing, processing and implementing Request for Personnel Actions (RPA) utilizing the Civilian Personnel Management Program or similar. -Experience monitoring Manpower programs ensuring compliance with policies and established guidance. -Experience performing EEO advisory services ensuring personnel management policies and decisions are utilized. -Experience evaluating, establishing and maintaining a position classification program determining appropriate pay system, occupational grouping, title and grade of positions as a First Level Command Classification Evaluator/Advisor or similar. This position is within the Work Category TECHNICAL and ADMINISTRATIVE SUPPORT at Work Level FULL PERFORMANCE, Series and Grade GG-0343-09 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Master's or equivalent graduate degree; or
2 full years of progressively higher level graduate education leading to such a degree; or
LL.B. or J.D., if related

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
