The Federal Housing Finance Agency, Office of Inspector General (FHFA-OIG) promotes the economy, efficiency, and integrity of FHFA's programs and operations by conducting audits, investigations, evaluations, and reviews and recommending courses of action designed to support FHFA's mission of ensuring a safe and sound mortgage finance system that provides reliable liquidity and funding for housing finance and community investment.
Duties
The position is in the Office of Investigations. The following are the duties of this position at the EL-13 (equivalent to the GS-13). However, the position that you are applying to is at a lower grade. You will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Establish and utilize a variety of generally accepted methodologies for collecting, evaluating, and creating investigative data. Identify potential vulnerabilities in FHFA programs and operations that contribute to criminal, civil and administrative violations. Conduct continuing research, analysis, and assessments to ensure that researched material remains current and relevant.
Prepare factual chronological summaries of collected evidence and data on subjects, acts, events, documentary materials, etc., much of which may be inconclusive or unverified, as part of involvement in complex and lengthy projects and investigations. Data is used to interpret projects or trends and fill in gaps in information.
Perform analysis to structure patterns of violations, to identify organizations and individuals, their associates and modus operandi. Subjects analyzed involve individuals from the public and private sectors involved in criminal violations of laws involving or relating to FHFA programs, operations, and FHFA or FHFA-OIG employees.
Apply an understanding of the significance of criminal patterns and conditions, and uses knowledge of current and past situations, to document patterns, validate project data, develop conclusions, and determine probabilities. Analytical studies are of the highest level of difficulty, complexity and sensitivity.
Qualifications
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the EL-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-12 grade level in the Federal service. EL-13 is equivalent to a GS-13. Specialized Experience for this position includes:
- Gathering data on allegations or investigations using law enforcement and intelligence databases; AND
- Researching, analyzing, and evaluating information, databases, financial records, bank statements, and evidence; AND
- Developing, writing, and editing investigative reports and related correspondence.
Specialized Experience For the EL-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-11 grade level in the Federal service. EL-12 is equivalent to a GS-12. Specialized Experience for this position includes:
- Experience with using law enforcement intelligence databases or other databases; AND
- Assisting with researching and analyzing databases, such as financial records, bank statements; AND
- Assisting with developing or writing reports and related correspondence.
Specialized Experience For the EL-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-09 grade level in the Federal service. EL-11 is equivalent to a GS-11. Specialized Experience for this position includes:
- Applying investigative procedures and techniques in order to analyze, research and/or evaluate financial data; AND
- Assisting others with investigations.
OR You may substitute education for general or specialized experience as follows: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR You may qualify by a combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
- For the EL-13, you must have been at the EL/GS-12level for 52 weeks.
- For the EL-12, you must have been at the EL/GS-11level for 52 weeks.
- For the EL-11, you must have been at the EL/GS-09level for 52 weeks.
