The Federal Housing Finance Agency, Office of Inspector General (FHFA-OIG) promotes the economy, efficiency, and integrity of FHFA's programs and operations by conducting audits, investigations, evaluations, and reviews and recommending courses of action designed to support FHFA's mission of ensuring a safe and sound mortgage finance system that provides reliable liquidity and funding for housing finance and community investment.
Duties
The position is in the Office of Investigations.
As an INVESTIGATIVE ANALYST, you will:
Lead investigative analysis on technical subjects pertaining to multifamily housing finance involving Fannie Mae and Freddie Mac. Because the topics covered are many and varied, you would be expected to quickly master relevant facts and technical details pertaining to a particular investigation, and be able to brief management, including senior leadership within the Office of Investigations and as needed, the Inspector General.
Apply investigative techniques to detect fraud and outline fraud schemes in FHFA-administrated programs to support investigations and prosecutions. Analyze and review documents to identify instances of illegal acts warranting Criminal and/or Civil action.
Provide advice to investigative staff in preparing for interviews of witnesses and subjects regarding matters for which a detailed understanding of multifamily finance is needed. Prepares investigative staff for interviews by contributing suggestions developed from documents. Perform and/or accompany investigative staff on interviews in secure environments.
Prepare data analysis results in a manner required by the investigative staff to document the case. Present the results to the investigative staff. This includes complex flowcharts, financial statements, and software overviews to enhance case presentation.
Work closely with the relevant prosecutors for cases that involve potential civil and/or criminal prosecution. Provide expert input to investigative staff on FHFA-administered program and operational laws, policies, and requirements. Serve as a witness for cases that go to trial.
Qualifications
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the EL-14, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL/GS-13 grade level in the Federal Service. Specialized experience includes:
- Working for or with the Government-Sponsored Enterprises (GSEs) in the Multifamily and/or Commercial Business; AND
- Researching and analyzing information/documentation from databases (e.g., law enforcement intelligence databases, program databases, financial institutions, and commercial databases); AND
- Identifying, investigating, and mitigating fraud in multifamily and/or commercial mortgage transactions; AND
- Developing and preparing narrative reports, and charts for various audiences that demonstrate the violations of federal laws and regulations.
