Duties

At the GS-7 and GS-9 Level you will perform development duties, as assigned At the Full Performance Level, GS-11 you will perform the duties below You will serve as a Systems Analyst involved in all functional systems design duties involved with the development and/or maintenance of one or more complete systems, applications, or equivalent. You will be a recognized functional authority for the assigned system(s), applications, etc. applying approved NAVSUP BSC Standard Service Process (NSSP) procedures and established best practices to provide quality services and products With direction from the Senior Analyst, you will create or modify various (financial, supply, acquisition and/or other government functional requirements) functional or design documents You will assist the senior analyst with feasibility studies to determine practicality of requirements from an Information Technology (IT) standpoint You will develop proposed design approach and validates with customer, ensuring design is consistent with law and security/privacy regulations You will develop proposed design approach and validates with customer, ensuring design is consistent with law and security/privacy regulations You will assist in the development of an overall test plan for area of responsibility

  • You must achieve Cyber Security Workforce (CSWF) certification within 12 months of position assignment and complete the certifying organization's requirements for certification maintenance while assigned to this position.
  • You will be required to travel up to 25%
  • You must complete all assigned training within the timelines prescribed by the Command

Qualifications

There is a Basic Requirement to hold a 2210 position in the Federal Service. Please see the "Education" section of this announcement for details. in addition to meeting the Basic Requirement your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector working with Information Technology. Specialized experience must demonstrate the following: 1) Assisting in translating logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. 2) Assisting in interviewing subject-matter personnel to get facts regarding work processes, and synthesizing the resulting data into charts showing information flow. 3) Assisting in preparing system documentation. 4) Communicating technical information related to information technology to peers, managers, and/or users 5) Assisting in solving problems in an IT or related environment. You may also qualify using education to substitute for specialized experience. See the "Education" section of this announcement for details. Education

In order to meet the BASIC REQUIREMENT for the 2210 series you must have:
Education:
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
Experience
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
IT-related experience demonstrating each of the four competencies listed below.
Attention to Detail - Performing work and conscientious about attending to detail.
Customer Service - Working with clients and customers to assist senior personnel in assessing needs, providing information or assistance.
Oral Communication - Expressing information (for example, ideas or facts) to individuals or groups effectively
Problem Solving - Assisting senior personnel in identifying problems; determining accuracy and relevance of information; and using sound judgment to generate and evaluate alternatives, and to make recommendations

QUALIFICATIONS:
You may qualify using education to substitute for specialized experience if you have:
One full year of graduate education
OR
A Bachelor's Degree with Superior Academic Achievement
