This position is part of the U.S. International Development Finance Corporation (DFC),Office of General Counsel (OGC). As a Paralegal Specialist you will provide paralegal assistance in implementing the terms of DFC projects.
NOTE: The incumbent will be expected to report to DFC Headquarters in Washington, D.C., and follow the agency telework policy. This position is not eligible for remote duty.
Duties
As a Paralegal Specialist you will provide paralegal assistance in implementing the terms of DFC projects in the areas of loans to small and medium enterprises, on-lending through financial intermediaries, including to micro-finance institutions, direct equity and investment fund investments and political risk insurance, all of which are in emerging markets. The incumbent will perform the following duties:
Serve as a lead in implementing procurement policies and procedures for engagement of international and domestic counsel, including updating them as requirements change.
Assist in development of competition worksheets for the selection of counsel and coordinates with the Financial Management Office and other relevant approvers for allocation of funding if required.
Draft and finalize retention of counsel and fee letters using DFC templates and coordinates review by relevant parties, including DFC attorneys and proposed counsel.
Maintain files documenting procurement decisions, including filing them in DFC's electronic filing system.
Assist with the preparation of documentation required with respect to Federal Acquisition Regulation (FAR) contracting, which includes use of the Contract Life-cycle Management (CLM) database to track and monitor the status of FAR contracts and requisition requests.
Prepare and/or notarize corporate secretary certificates, powers of attorney, re-delegations of authority and other transaction deliverables and coordinates legalization of documents for use in foreign jurisdictions.
Assist in closing of transactions by preparing and updating closing checklists, tracking satisfaction of closing requirements, preparing, and managing closing documents, including promissory notes, disbursement and closing certificates, waivers, opinions, collecting signature pages, providing other legal and logistical support to project attorneys, and dealing with other parties to the transaction in arranging closing logistics.

Qualifications
Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to perform the following duties:
1) Draft, review, and edit legal/investment transaction documents; and
2) Prepare and organize case records and files; and
3) Ability to review and manage the process of preparing and notarizing certificates, powers of attorney, re-delegations, etc.
OR
B. One of the following types of education in a related field (e.g., Criminal Justice, Law):
1) Ph.D. or equivalent doctoral degree; OR
2) 3 full years of progressively higher level graduate education leading to such a degree; OR
3) LL.M. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

C. A combination of education and experience as listed above.
