The primary purpose of this position is to serve as Chief and Senior Program Analyst for classified and unclassified Command, Control, Communication, Computer & Intelligence (C4I), Electronic Warfare (EW), and Intelligence, Surveillance, & Reconnaissance (ISR) Section, Special Programs Branch, Requirements Division, J8, United States Special Operations Command (USSOCOM).

Duties

Develops USSOCOM requirements/capabilities and assists in the acquisition guidance necessary to develop, process, field and sustain all Special Operations-peculiar (SO-P) C4I, EW, and ISR classified and unclassified materiel. Formulates Section goals, plans, policies, procedures, and work plans dealing with the development and operation of Command-wide C4I, EW, & ISR classified and unclassified requirements functions and activities; providing expert technical and administrative direction to subordinates and non-subordinate unit personnel. Advocates Commander/user positions in the management of the total life cycle of SO-P special mission C4I, EW, and ISR systems and equipment. Develops USSOCOM C4I, EW, and ISR classified and unclassified requirements assessments that affect all Commander, USSOCOM missions and combat readiness requirements necessary for SOF to conduct find, fix, finish, exploit and analyze (F3EA) missions. Prepares and presents high-level briefings of classified and unclassified nature; applies expert analysis, writes position papers, talking points, and briefs senior USSOCOM military directors, as well as general officers on the Board of Directors.

  • Position is designated as special sensitive. Incumbent must be able to obtain and retain a Top Secret/Sensitive Compartmented Information security clearance based upon a Single Scope Background Investigation.
  • Incumbent must be able to obtain and maintain access to (SAP) materiel. Incumbent will be required to sign a non-disclosure agreement.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Selectee must sign a statement acknowledging that this position is a Testing Designated Position.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Shift work or other uncommon tour of duty may be required.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is not involved in the Acquisition process a majority of the time as defined in DODI 5000.58 and does not require designation as “Acquisition” or coded under DAWIA.
  • This position is centrally managed in the Logistics Career Field.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide rande of qualitative methods used to formulate, develop, integrate and present SOF preculiar mission needs and operational requirements. Mastery of advanced management and organizational principles and practices and a comprehensive knowledge of classified and unclassified materiel requirements regulations, guidelines, principles and processes. Comprehensive knowledge of the Federal, DOD, and Service Joint Capabilities Integration Development System processes, and thorough knowledge of USSOCOM organizational goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of requirement process actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of qualitative and quantitative techniques to apply Joint Chiefs of Staff, Department of Defense, and Command Management principles, concepts and methodologies, as well as Joint Capabilities Integrations and Development System (JCIDS) policies, directives and procedures. 2. Knowledge of the mission, roles, functions, organizational structures, and operations of USSOCOM and subordinate/component organizations to provide command level staff guidance and/or conduct studies to determine USSOCOM C4I, EW and ISR classified and unclassified requirement needs. 3. Specific knowledge of NMF mission, roles, functions, organizational structures, and operations to include their requirements and acquisition processes. 4. Ability to gather, assemble, analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, reports, or papers suitable for executive level management use and decision-making. Ability to communicate, both orally and in writing, clearly, concisely, with technical accuracy; negotiate complex issues; and maintain good working relations. 5. Mastery of management programs originated to satisfy materiel requirement deficiencies in the SOF C4I, EW, & ISR systems equipment and generation of applicable statements of operational need. Maintains constant cognizance of USSOCOM materiel requirements program goals and objectives; the sequence and timing of key program events and milestones; and methods of evaluating the worth of program accomplishments. 6. Demonstrated skill to multi-task, manage and coordinate complex activities to control a variety of projects and actions, which occur concurrently, are broad, comprehensive and require various stages to complete. Proven ability to work harmoniously in a multi-function organization and an ability to interact with Top Executives in USSOCOM, DOD, Congress, and the highest levels of technical and managerial competence. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
