About the Position: This position is located in the U.S Army Installation Management Command, Directorate of Public Works, Operations and Maintenance Division on Fort Stewart, GA.
Duties
Serve as technical advisor to the Chief, Facility Management Branch, in all aspects of the maintenance and repair of utility systems and service contracts.
Perform a variety of duties in the development of on-site plans and sketches, and with projects involving repair, maintenance, and utilities systems.
Serve as the Designated Quality Assurance evaluator and Contract Officer representative (COR) on assigned service contracts.
Review engineering service requests and determines what is needed to fulfill intent of requests.
Perform measurement, inspection, survey, monitoring, analysis, design and layout for the calibration, operation, maintenance, and modification of mechanical and electrical systems, production equipment, and other utility systems and/or facilities.
Determine quality and adequacy of materials, workmanship, procedures, and processes utilized by contractors under Service and Job Order Contract (JOC).
Develop work and design specifications governing performance evaluation, assembly, and delivery of special adapting devices or parts of equipment/facilities and systems.
Review all engineering drawings, plans, specifications, standards, regulations and other applicable references.
Write Quality Assurance Surveillance Plans (QASP) to prescribe operating procedures for the conditions encountered in service contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a National Agency Check with Inquires (NACI) Background Investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Minimum Qualifications GS-10: Specialized Experience: One year of specialized experience which includes assisting with performing inspections of projects and/or activities; assisting in writing and developing contract packages including Performance Work Statements, Quality Assurance Surveillance Plan, and Independent Estimates; and assisting in developing, processing, and/or planning of Individual Job Offers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Minimum Qualifications GS-11: Specialized Experience: One year of specialized experience which includes performing inspections of projects and/or activities; reviewing engineering service requests to determine what is needed to fulfill intent of requests; experience working as a Contracting Officer Representative; and developing a complete contract package and being involved in the source selection process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
