You will serve as a Supervisory IT Specialist (INFOSEC) in the Cybersecurity Division, Cybersecurity Support Branch/Embedded Section of NAVAIRWARCENAC DIV. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will provide supervisory support, administrative support, operations support, customer relationship, project management and technical expertise. You will provide day-to-day tasking and technical direction/oversight for the efforts of a large team of technical and functional specialists with specific focus on Embedded Cyber Security professionals assigned to the Program Offices within NAVAIR. You will develop, manage and ensure deployment of a robust Systems Security Engineering (SSE) Technical Framework for appointed Information System Security Managers (ISSMs). You will define and identify required operational capabilities and design characteristics for Cyber Security elements of such systems, including hardware/software and business processes.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09/12 grade level or NM-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading others in selecting adapting and applying concepts and analytical processes associated with all Cyber Security program elements; 2) Leading team members in investigating and isolating the causes of security failures, some of which may be rooted in design deficiencies; 3) Leading others in devising, innovative strategies and programs to manage the diverse resources allocated to this function, and assessing and improving overall organizational and work process effectiveness; 4) Serving as a supervisor for Cyber Security technical/functional specialists, and leading them in addressing and resolving complex and interrelated technical/managerial issues; and 5) Developing and delivering effective oral and written briefings, presentations, and reports in which complex material is conveyed to personnel who may lack technical backgrounds. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
