About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Liberty, North Carolina.

Duties

Serves as an Information Technology (IT) Specialist (INFOSEC) and Primary Cybersecurity Communications Security (COMSEC) Custodian in the Cybersecurity Operations Branch of Network Enterprise Center (NEC)-Fort Liberty. Responsible for the Cybersecurity COMSEC Program, COMSEC Account and Public Key Infrastructure (PKI) Program. Plans and implements oversight for all NEC COMSEC activities by addressing program execution and implementation, policy, and program development. Serves as the Primary COMSEC Custodian and Account Manager for Key Management Infrastructure (KMI) Operating Account Manager (KOAM) providing COMSEC Support to various major command activities. Conducts follow-up on established inventory and audit reports for COMSEC hand receipts and ensures audits are conducted in accordance with AR 380-40 and TB 380-41 Develops, updates, maintains, and implements continuity of operations (COOP) and emergency action plans (EAP) to ensure continuous operations for the COMSEC account. Conducts COMSEC investigations, prepares report findings and safeguards evidence obtained during the investigation. Evaluates new security technologies for COMSEC and implement/install software as needed. Provides advice and staff guidance in implementing IT security policies and procedures in the development and Operations of COMSEC Systems and provides assistance on COMSEC matters and recommends actions to improve the effectiveness of operations. Serves as the Client Platform (CP) system administrator (SA) for the NEC-Fort Liberty. Performs database backups, computer system diagnostics, database optimization, systems files management and system accreditation. Acts as the NEC’s SME and manages the development and implementation of the NEC’s PKI Program to ensure compliance with regulations and other applicable security directives..

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain a Top Secret security clearance with SCI.
  • This position is designated as non-sensitive IT-II for Information Technology purposes.
  • This position requires the employee to occasionally travel up to 10% of the time (in the most expedient manner) away from the normal duty station.
  • The employee may be required to work overtime. Subject to two-hour callback requirement and must report to work within 2 hours of notification.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Must possess a valid motor vehicle driver’s license.
  • Physical is required due to this position requires the employee to have the ability to discern colors, contrast and depth.
  • Must be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 380-40, TB 380-40, and AR 25-2.
  • This position will be designated as an IAT-I for purposes of certification requirements. Failure to satisfactorily obtain and maintain required certification(s) are grounds for termination.
  • Must currently have attended and passed all required COMSEC training to serve in this position as the Account’s KMI Operating Account Manager.

Specialized experience would be demonstrated by serving as an IT Specialist implementing and coordinating various Communications Security (COMSEC) activities, adhering to NSA, DoD, and DA policies; providing training and/or guiedance on Communications Security (COMSEC) requirements; knowledge of and experience with Risk Management Framework including the overall system authorization process and tools for managing or assess system authorizations; and assessing implemented security controls to determine if they meet requirements. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
