Located in the Office of Information Technology for Patents, the incumbent will foster new ideas that empower the Patent community with services and tools to deliver ever-improving quality patents.
Duties
The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy.
Major duties for this position include:
Conducts studies to analyze the efficiency and effectiveness of office functions, operations, processes, and associated reporting and control systems.
Reviews and interprets new and established directives, instructions, regulations, and delegations for potential impact on program objectives and policies.
Develops findings and recommendations for improving work methods, practices, and procedures in order to better services and support office functions.
Provides leadership in-depth analyses with supporting visuals and narrative data.

Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-09 (if applying to the GS-11 level) and a GS-11 (if applying for the GS-12 level).
Specialized experience for this position includes:
GS-11: 1) Analyzing programs and/or data in order to provide evaluations or reports to leadership; 2) Performing analyses related to program or project effectiveness and/or efficiency; and/or 3) Monitoring program milestones, activities, or progress.
OR Ph.D. or equivalent graduate degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LLM, if related OR A combination of education and experience described above, which meets 100% of the qualification requirement.
GS-12: 1) Analyzing data and creating reports for leadership on program or project efficiency and/or effectiveness; 2) Interpreting and applying policies or regulations to ensure a program or project is compliant; and/or 3) Developing methods for identifying and/or resolving project or program challenges.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may be substituted for specialized experience at the GS-11 grade level.
