This position is part of the National Archives and Records Administration. Serves as an Information Technology (IT) Project Manager and/or Contracting Officer Representative within the National Archives and Records Administration (NARA), Office of Information Services, (I), Business & Investment Services Delivery (BISD, IT Projects & Contracts Management Division in College Park, Maryland, servicing any number of organizations or units within Information Services (I).

Duties

As an IT PROJECT MANAGER (IT COR), you will: - Be responsible for the overall management and completion of assigned projects and meets deadlines in a cost-effective manner from inception to close-out. The incumbent is responsible for maintaining, balancing, and prioritizing a large portfolio of ongoing and often interrelated projects. - Assist the stakeholders and the requirements division in identifying requirements including functional and data requirements, interfaces between other systems, user interfaces, reliability, availability, maintainability, performance, security, reach, range, maneuverability, personnel, and training requirements. - Initiate, plan, define, verify and control the scope of the project to ensure that all of the work required, is performed to successfully complete the project. - Ensure the timely completion of projects. Works with the project team to identify and develop a detailed list of tasks from the WBS and determine the task sequencing and durations for both internal and external tasks and dependencies.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: - Planning, coordinating, and monitoring information technology projects and contracts and meeting deadlines; AND - Leading or managing projects and contracts with members of teams from multiple organizations; AND - Experience in or ability to brief and give briefings and guidance to management, stakeholders and external subject matter experts in the areas of IT Project Management and Contract Management, systems analysis, and applications software; AND - Leading project management techniques, such as; agile or waterfall projects, project coordination, project execution, and project communication/reporting. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-13, you must have been at the GS-12level for 52 weeks.
