As a Program Analyst at the GS-0343-13, you will be part of OIG Evaluations and Inspections, Office of Personnel Management. If selected, you will be responsible for serving as an analyst in conducting studies which focus on evaluating the effectiveness and efficiency of OPM programs, and on determining whether a given program is operating in acordance with its goals, objectives, and resource structure.

Duties

Conducts/oversees analytical studies which focus on evaluating the effectiveness and efficiency of OPM programs or portions of programs, and on determining whether a given program is operating in accordance with its goals, objectives, and resource structure. Develops the scope and objective of projects and selects analytical methods and techniques that will be optimally effective in carrying out the projects and in identifying significant findings. Prepares work plans for conducting OE evaluations and modifies it as the work proceeds to account for information and analysis already performed or in progress. Prepares written material that documents the work plan, methodology, and findings of evaluations. Writes formal OIG reports of the completed work. Surveys available documentary sources of information regarding organization and performance of OPM programs and identifies likely targets for OE studies: including the review of basic authorities, such as law and regulation; resource structure as reflected in budget materials; operating concepts, as reflected in policy and operations manuals; and results achieved by the program, as reflected in performance reports. Oral Communications, necessary to conduct interviews and other direct personal interaction during OE studies, and to brief OIG and OPM officials regarding progress, status, and results.

Qualifications

For the GS 13: You must have one year of specialized experience at the next lower grade level (GS-12) or equivalent in the Federal Service (or equivalent) which includes experience with the Counsel of the Inspectors General on Integrity and Efficiency Quality Standards for Inspection and Evaluation (Blue Book-2020) or the Government Accountability Office Government Auditing Standards (Yellow Book -2021) related to planning and conducting evaluation studies which address the effectiveness and efficiency of programs; conducting interviews and other direct personal interaction during evaluation studies; and preparing plans, reports, and other documents in connection with evaluation studies. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
