You will serve as a LEAD PERFORMANCE ASSESSMENT REPRESENTATIVE in the PUBLIC WORKS DEPARTMENT GUAM, PRODUCTION DIVISION of NAVAL FACILITIES ENG COMMAND MARIANAS. A Cost-of-Living-Allowance (COLA) of 12.25% will be added to the stated salary. COLA is subject to change at any time

Duties

You will lead the team in identifying, distributing, and balancing workload and tasks among team members in accordance with established workflow, skill level, and/or occupational specialization. You will approve and accept contractor's work schedules, plans and invoices, and processes in Wide Area Work Flow system. You will analyze and evaluate the level of contract surveillance and reporting of the contractor's performance and progress in place. You will review and analyze Statements of Work for indefinite delivery/indefinite quantity (IDIQ) and firm fixed prices (FFP) contracts. You will serve as the Alternating Contracting Officer Representative for the Facility Management facility Services Branch.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Procurement Integrity Certification is required in accordance with Office of Federal Procurement Policy Act (41 USC 423) as amended. The incumbent will be required to file an SF450 annually.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing performance assessment and contract experience with the ability to review, interpret and develop scopes of work and independent estimates; and articulate field work observations via clear written documentation with the utilization and proficiency of industry standard project management tools.
