Duties
The duties, described below, represent the major duties performed at the GS-12 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
The incumbent reviews and analyzes Debt and Claims work methods/operations to identify problems, isolate weaknesses, recommend process improvements, and provide reliable information for management action.
Conducts management studies related to a broad spectrum of DCMO issues which interface with other functional areas to include military pay, civilian pay, human resources, accounting, and disbursing.
Provides recommendations for assessing operational health (measuring, analysis, and reporting of statistics).
Receives and analyzes operational reports and identifies areas where corrective action is needed.
Prepares reports, writes segments of complex reports which present findings and cite applicable regulations.

Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 if applying at the GS-11 level, or GS-11 if applying at the GS-12 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-11 Specialized Experience is defined as: demonstrated knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; assisting in the evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial organization's business operations; providing financial management knowledge to leadership in order to assist with the organization's core mission.
GS-12 Specialized Experience is defined as: providing expert knowledge of financial standards and principles to effectively analyze financial operations by applying applicable laws, regulations, policies and procedures to resolve a wide range of complex issues relating to debt and claims operations; compiling financial data from various sources and ensuring their accuracy as it pertains to financial legislation and operational policies and procedures; providing substantial financial management knowledge to leadership in order to assist with the organization's core mission.

Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
