You will serve as an IT SPECIALIST (POLICY AND PLANNING) in the G-6 of Special Operations Command USMC FORCES SPECIAL OPERATIONS CMD.
Duties
You will provide expertise in the field of new C4 communications systems capabilities involving analysis, security, and programming.
You will provide recommendations to the Command and Division Chiefs on policy changes and technical matters pertaining to systems and operations.
You will develop organizational policy and procedures for implementation of guidance from higher level authority and provide advantages and disadvantages of different approaches.
You will evaluate impacts of new technologies on current systems and policies.
You will serve as team leader responsible for completing projects that are important segments of much larger overall efforts.
You will serve as a member of numerous multi-agency/national/international boards, committees, and panels in support of special projects or programs.
You will review utilization requirements for equipment and/or contractual services, using a thorough knowledge of different computer equipment, their design characteristics and technological developments in the field.
Requirements

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You are required to possess and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field INFORMATION TECHNOLOGY Level III. Certification is required within 24 months of appointment.
Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Reviews utilization requirements for equipment and/or contractual services, using a thorough knowledge of different computer equipment's, their design characteristics and technological developments in the field.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing technical guidance concerning the use and application of advanced techniques to the more difficult and precedent-setting problems encountered in the area of software and application interfaces, correlation of C4 with external systems and the measurement of system effectiveness.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Effectively brief appropriate Integrated Product Teams (IPT) in a timely manner.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Develops organizational policy and procedures for implementation of guidance from higher level authority and provides advantages and disadvantages of different approaches.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector:
GS-12 As the Command Program Analyst you will oversee planning, programming, budgeting, and management relating to the C4 programs; identify, evaluate, and act on new and emerging methods and procedures identifying solutions; provide acquisition policies and procedures for projects, proposals, and support; Integrate financial, contractual and inventory functions for life cycle requirements; and provide oral and written communication to a diverse audience.
