This position will operate within the Transportation Service. Transportation Service Dispatcher within Engineering Service at the San Diego Health Care System (SDHCS). The incumbent is directly supervised by and collaborates with the Transportation Supervisor for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation and ongoing operation of the Fleet Transportations and VTS.

Duties

As a Transportation Assitant, GS-2102-5, these major duties include, but are not limited to the following: Collects pertinent data on vehicles and reviews a variety of reports. Monitor and analyzes vehicle utilization and maintenance records. Analyzes and interprets statistical data gathered from repairs and gas usages. Knowledge and application of transportation regulations, methods, and practices to perform assignments. Apply conventional practices to treat a variety of problems involved in managing an administrative motor fleet. Knowledgeable regarding VTS resource scheduling and procurement of transportation resources outside the medical center. Contact with all levels of personnel within and outside of the healthcare system. Responds to patients' families, visitors, and co-workers' requests for assistance. Identify the customer's situation and perform the tasks required to resolve the problem accurately and in a timely manner. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: Applicants must have one (1) full year of specialized experience equivalent to the next lower grade level (GS-04) in the federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience includes, but is not limited to: maintains and evaluates the effectiveness of the motor vehicle fleet; collects, gathers and analyzes pertinent data on vehicles and reviews various usage and expense reports to ensure maximum operational vehicle readiness; identifies problem areas and recommends appropriate changes in procedures and policies to the supervisor; assists supervisor in making sure all drivers are properly licensed to drive government vehicles, ensures trip tickets are maintained and completed properly by drivers, ensures vehicles are maintained and cleaned properly, prepares and completes monthly, quarterly and annual reports in a timely manner, and analyzes and interprets statistical data gathered from repairs and gas usages; responds to customers in a professional, courteous and friendly manner; ensures customers understand the process of vehicle requests and fuel requirements; identifies the training needs of staff; and recommends process improvements to supervisor. [Note: Applicants must fully document their experience on resumes and must include job title, duties, month and year start/end dates, full-time/part-time work, and hour worked per week.] OR, Education: Applicants may substitute education for the required experience. Applicant must have successfully completed four (4) years of education above the high school level. This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college or university. [Note: One (1) year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial and technical school.] (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. Applicants must have successfully completed equivalent combinations of specialized experience as stated in A above and education as stated in B above to meet the total experience requirements at the GS-5 grade level for this position. [Note: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One (1) full academic year of study (30 semester hours) beyond the second year is equivalent to six (6) months of specialized experience. For example, The applicant has 9 months of specialized experience and 75 semester hours of college (15 semester hours beyond the second year and the equivalent of 3 months of specialized experience). The applicant meets 75 percent of the required experience and 25 percent of the required education. The applicant meets 100 percent of the requirement for 1 year of specialized experience and is qualified for the position.] (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies for this position: CommunicationsData ManagementTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Are limited to normal walking between engineering offices, carrying of small batches of documents and office supplies, and walking to other buildings withing the medical center's grounds. Work Environment: The work is performed in a normal office setting with adequate lighting, heating, and air conditioning. Work can be perfomed in inclement weather conditions.
