The primary purpose of this position is to provide leadership for technical data management projects and to serve as program manager for the C-130 Technical Order Management Agency (TOMA) as contained in T000-5-3.
Duties
Serves in a key nonsupervisory capacity as the WLL monitor for Technical Office Management Agency
(TOMA) projects assigned by the branch/section chief.
Serves as the AFLCMC/WLL Office of Primary Responsibility for C-130 System Program Manager Technical Order and Compliance Technical Order (TCTO) systems and processes.
Trains/arranges the training for branch/other agency personnel who are involved in the management of the technical order process including C-130 lead command/operating command personnel engaged in the management of C-130 Technical data when requested
Analyzes current business practices and performs a variety of duties requiring different and unrelated processes and methods applied to a broad range of activities of substantial depth of analysis
often requiring inputs and assistance from the TO Home Office technical and subject-matter experts.
Interprets procedures, policies, manuals and directives governing the conversion, storage and distribution of digital data.
Effectively performs other related duties as assigned.
Requirements
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The employee may be required to work other than normal duty hours, which may include evenings, weekend, and/or holidays.
- The work requires the incumbent to obtain and maintain a Secret security clearance.
- This is a Security Cooperation position due to the nature of the position’s duties and responsibilities. Position requires DoD Security Cooperation Workforce Certification.
- Area of Consideration (AoC) and Level are to be determined by supervisor. Employee must meet DoD
Security Cooperation Workforce Certification requirements applicable to the duties of the position.
- Selectee must meet the designated certification AoC and Level requirement; if not has 1 year (Basic) 2 years (Intermediate-Expert) from Security Cooperation Workforce Development-Database entry date to become
- certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense
- Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position.
- Failure to obtain this certification within the required time may be subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of professional development
- continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Helping to guide, instruct, and direct Air Force (AF) Technical Orders (TO) management programs and personnel ensuring AF and Financial Management Services (FMS) policy and procedure compliance with Department of Defense (DoD) and Air Force Material Command (AFMC) Head Quarters (HQ) regulations and objectives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Force regulations, policies, and specifications pertaining to the acquisition, management, publishing, storage, and distribution of technical orders.
Knowledge of technical orders format and printing requirements.
Knowledge of Security, Safety, and Environmental Requirements.
Ability to communicate orally and in writing.
Ability to maintain good working relations.
Ability to plan and organize work.
Ability to use office automation tools and techniques to design and generate reports, briefing materials, and/or comparable documents.
Ability to identify problems and develop innovative solutions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
