The Exploration Systems Development Mission Directorate (ESDMD), Headquarters, Business Office provides information and decision support for ESDMD leadership. The office provides both budget formulation and execution support to ESDMD programs and senior leadership to ensure that ESMD's work proceeds in accordance with appropriations acts, congressional guidance, and Office of Management and Budget and NASA agency directives.

Duties

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Perform a wide variety of administrative and analytical duties connected with the formulation, justification, presentation, execution and review of budgets for an assigned programmatic or functional area of an organization. Identify and analyze emerging budgetary issues, synthesizes complex materials, and recommend appropriate courses of action. Provide oversight of budgeting activities to ensure appropriate and efficient use of approved funding in compliance with appropriations law to prevent excess obligations and expenditures, waste, fraud, and abuse of financial transactions. Prepare special statistical summaries including numerical tables and graphs used by senior management for periodic and ad hoc budget reviews and decisions. Provide guidance to subprograms in setting and implementing budgetary goals. Monitor the expenditure of funds and inform management officials of trends toward over- or under-obligation of funds. Analyze allotments and other funding requests. Review, analyze, and interpret existing and proposed legislation, appropriation language, executive orders, circulars and bulletins to carry out the assigned budget functions. Develop budgetary analyses and special presentation materials for assigned program/functional accounts which may include detailed comparisons, trends that identify areas of specific increases/decreases, and short- and long-range budget projections. Serve as a liaison between assigned program/functional office and the Business Office and Agency Chief Financial Officer.

Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Preparing budget briefings for presentation to support the dissemination of current program data; Providing recommendations on ways to maximize and improve the utilization of funds that directly impact strategic program objectives or missions; Supporting budget operations within NASA's Planning, Programming, Budgeting, and Execution (PPBE) process such as planning, formulation, execution, control, or reviewing appropriated accounts within an organization. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Directing the analysis of current and future organizational funding posture in order to develop and/or adjust end-of-year spending plans and obligations; Presenting program budget briefings to management/leadership officials, in order to disseminate up-to-date program data; Leading major budget operations within NASA's Planning, Programming, Budgeting, and Execution (PPBE) process such as planning, formulation, execution, control, and reviewing appropriated accounts within an organization.
