About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Joint Interagency Task Force South, Personnel, Manpower & Admin Directorate, U.S. Southern, Command, Key West, FL, 33040, J1.

Duties

Review requests for manpower and force structure actions involving civilian personnel, enlisted personnel, and Interagency personnel. Compiles written justification recommending approval/disapproval of organizational actions to Chief, Manpower, and Organization. Reviews Joint Table of Distribution and Allowance (TDA) to ensure the proper grade/rank, authority lines and financial grouping is reflected.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • May require Temporary Duty (TDY) travel up to 25% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience to the next lower grade (GG/GS-09) which prepared you to do the work in this job. Specialized experience is defined as experience in administrative operations to include at least 2 of the following areas; 1) preparing requests for civilian personnel actions (e.g., promotion, reassignment, change to lower grade, etc.), monitoring the status of recruitment actions/referrals, permanent change of stations orders, etc.; 2) consult with supervisor to ensure position descriptions are current and accurate; and 3) provide information to higher level officials on manpower and personnel programs and reports. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Organizational Management etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
