Duties
As a MANAGEMENT ANALYST at the GS-0343-11 some of your typical work assignments may include:
Provides direct support to the Chief, Operations Division and Staff, responsible for the overall management of office administrative actions.
Assigns, distributes, and tracks taskings; as directed, to Action Officers (AOs). Assists and advises AOs on all procedural and administrative aspects of actions.
Reviews all correspondence and action papers to ensure conformance with existing policy.
Implements, manages and updates the Division filing system.
Serves as the Division's budget analyst; responsible for projects, milestones, and objectives dealing with budgetary requirements.
Assists in the preparation of budget estimates and justifications. Gathers, extracts, revises, verifies, and consolidates a variety of information and statistical data required in the formulation and presentation of budget requests.
Formulates and maintains the Division spend plans.
Serves as arms control Treaty List Manager (TLM) for the DOD Treaty List Management Program. As TLM, directly responsible for the maintenance of the Agency's US Arms Control Treaties/Agreements Lists.
Prepares treaty list reports, and inspection team deployment packages.
Serves as Passport Acceptance Agent; receives, examines, and reviews passport applications for adjudication. Reviews applications for compliance, completeness, affirmation of truthfulness, presence of required entries, signature and photographs.

- Employee must obtain/maintain a Non-Critical Sensitive (Secret) security clearance.

- Once appointed, the incumbent must acquire and maintain Department of State (DOS) certification as a Federal Passport Acceptance Agent.
Qualifications
You may qualify at the GS-GS-11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
Comprehensive knowledge of researching appropriate regulatory or instructional guidance to determine implementation to meet mission objectives.
Comprehensive knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
Ability to effectively communicate orally and in writing in order to communicate statuses to resolve problems and offer viable solutions.
Comprehensive knowledge in the development of presentations, reports and surveys.
Knowledge of the DOD planning, programming, budgeting policies, and ability to independently prepare and maintain required documentation of long-term planning activities.
Knowledge of and ability to disseminate and implement USG policy related to no-fee passports.
OR
B. I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;
OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
