The primary purpose of this position is to serve as a senior Management & Program Analyst leading, managing, and conducting comprehensive manpower and organizational analyses of a wide diversity of Department of Defense (DOD) service components, joint organizations, functions, and work processes.
Duties
Leads and manages studies/surveys the structure and/or functions of joint, Service, other organizations focusing on special operations forces (SOF) capabilities with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes while maximizing mission accomplishment and resource utilization.
Designs, plans, and conducts work measurement, methods and procedures, manpower requirements utilization, and engineered time standards.
Designs, plans, and conducts competitive sourcing studies/surveys, management studies/surveys, and research projects, providing advisory services of a wide variety on substantive issues with extensive scope, complexity, and impact, throughout service component and joint organizations with interrelated processes and functions, in order to assess the overall effectiveness of program operations.
Manages a manpower and force structure portfolio on a Service component or the TSOCs and provides complex management support services. Areas include Major Force Program - 11 (MFP-11) cost analysis, annual/multi-year/long range fiscal planning (e.g. Defense Planning Guidance (DPG), Planning, Programming, and Budgeting System (PPBS) cycles), Innovation and Improvement (I&I), and development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and unstable.
Responsible to ensure the protection of classified and sensitive information, employ operational and information security, and ensure that core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

- Work may require extensive travel (up to 75% per year) away from the normal duty station on military or commercial aircraft.
- Must be able to obtain and maintain a Top Secret clearance SCI clearance. Incumbent has recurring access to classified information.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees I sensitive positions presents a clear threat to the mission of the AF, national security, and public safety.
- The appointee must sign a statement acknowledging the position occupied is identified as a TDP.
- May be required to work other than normal duty hours, to include nights, weekends, and holidays. Extended work hours may occasionally be required.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, and through knowledge of the military command, military command structure, missions, programs, and organizational relationships. Expert knowledge of and mastery of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of requirements determination/organizational manpower or program effectiveness to properly advise J8 and USOCOM Command of Command on potential resourcing requirements. Expert knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions, operations and organizational structure using excepted DoD basic manpower requirements determination policy, guidance, standards; with OPM and DoD staffing requirements to conduct organizational assessment, to assess minimum skills and knowledge to perform mission, by study or survey, that require a team effort. These studies typically involve development of new approaches to identify meaningful workload factors and performance quality levels, and determining accurate measurement techniques.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of US Special Operations Forces in the Army, Navy, Air Force, and Marine Corps, the Joint SOF Headquarters and Theater Special Operations Commands, and their functions, capabilities, equipment, and tactics, techniques, and procedures.
Comprehensive knowledge and skill in the application of DOD, Army, Air Force, Navy, Marine Corps, Joint, and USSOCOM management engineering principles and financial management directives and the associated concepts, procedures, methodologies, policy and guidance.
Ability to lead, train, coach, mentor, and effectively coordinate and integrate teams of working groups to effectively plan, direct, and evaluate team studies/surveys, and to motivate diverse groups towards ownership of study/survey objectives and achieve mission accomplishment.
Expert knowledge and skill in recognizing and analyzing problems, conducting research, applying analytical/evaluative techniques on the information for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations, summarizing the results, and formulating organizational structuring options for complex, diverse organizations.
Ability to tactfully represent USSOCOM during engagements internally and externally to the SOF Enterprise in both classified and unclassified environments; to act as the primary interface for the USSOCOM J8 Manpower Division to senior SOF leaders and Commanders during manpower analyses; and to skillfully conduct interviews and engagements with leaders, supervisors, and workers to obtain decisions or elicit information about organizational missions, functions, and work procedures.
Ability to communicate effectively sufficient to protect sensitive information, utilize Microsoft Office Suite, particularly Excel, Word, Outlook, and PowerPoint presentations and communicate effectively, in verbal, written, and/or visual explanation, presentation, and defense of analytical information, and brief senior leaders to gain decisions, guidance, or cooperation through tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
