About the Position: Serves as an Equal Employment Specialist with the Office of the Administrative Assistant to the Secretary of Army, Resources and Programs Agency, Directorate of Equal Employment Opportunity which services Headquarters, Department of the Army.

Duties

Counsel and process individual and class complaints of discrimination, charges of reprisal, coercion, intimidation, and harassment using traditional counseling within established time limits. Analyze complaints for technical sufficiency, draft acceptance or dismissal of the complaint, request investigation, and prepare relevant documents. Prepare the EEO Counselor’s Report and ensure appropriate closeout of informational processes including data updates in iComplaints or Entellitrak (ETK) Publicize statistical data pertaining to complaints of employment discrimination as required by the No FEAR Act. Advise and influence organizational decision makers on the best course of action for associated issues. Advise leadership of the essential elements required for directing and managing a Model EEO Program as mandated by EEOC MD 715.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent will also be required to complete at least 24 hours of continuing counselor training annually in EEO, civilian personnel management practices, law, and directives.

  • Must be able to obtain and maintain a Secret security clearance.
  • One year trial/probationary period may be required.

Specialized Experience: One year of specialized experience which includes preparing reports for leadership to include the EEO Counselor's Report; providing counsel on actions such as harassment, discrimination and/or intimidation; and advising leadership on best course of action to ensure a Model EEO program is managed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Fact Finding/InquiriesManages and Organizes InformationOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
