This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Budget Analyst for the Joint Activities Command at Fort Liberty, NC.

Duties

Executes budget processes for the approved annual funding programs assuring appropriation funds are properly allocated. Provides technical advice and guidance to HQs Directorates and supported units Budget Analysts and Program Managers. Analyzes program/budget guidance and instruction provided by higher echelons to determine impact on the Commands operations. Analyzes data for practicality/consistency of estimates, adequacy of justification, and compliance with prescribed laws, policies and regulations. Develops local budget policy, procedures, budget formulation assumptions, formats and schedules for development of various budget submissions, obligations and expenditure plans.

Requirements

  • Position subject to one year probationary period unless previously completed.
  • The incumbent may be subjected to short notice recall.
  • The employee may be required to work uncommon tours of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret (SCI) Security Clearance with Specialized Compartmented Information access.
  • This position is subject to a pre-employment drug test screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program," this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience GS-11: One year of specialized experience which includes 1) analyzing trends in funds execution 2) Interpreting program and budget guidance to determine impact on operations; and 3) providing guidance to subordinate units on spend plans and phases of budget formulation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, finance, statistics, or other fields related to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Specialized Experience GS-12: One year of specialized experience which includes 1) implementing budget execution processes for approved annual funding programs; 2) developing and reviewing spend plans and phase plans; and 3) preparing data summaries for routine and special budget execution reports and 4) performing budget oversight functions in the formulation, execution, and reporting of funds, direct and reimbursable funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 for the GS-11 level and GS-11 for the GS-12 level).
