The primary purpose of this position is to provide command level staff surveillance, policy/procedural guidance and management controls of activities pertaining to the requirements determination, planning and budgeting for centrally procured equipment programs and oversight and procedural guidance of the associated requirements determination systems.
Duties
1. Serves as focal point for equipment inventory managers, providing technical and staff advise to supply chain organizations, Major Commands, other services, agencies, and contractors regarding equipment item and budgetary processes, to include associated equipment systems.
2. Interprets and communicates policies and procedures affecting equipment item management processes and systems to ensure that equipment item management processes and systems to ensure that equipment item managers can provide quality central procurement budgetary input and equipment inventory management and control.
3. Creates and maintains productive relationships with coworkers, higher management and personnel from other organizations.
4. Actively participates in team or group efforts to provide needed products and services ass required to meet customer needs and requirements.
5. Prepares and delivers oral presentations such as briefings, training sessions, consultation, and strategy sessions with other staff service functions and personnel to secure cooperation, resolve controversial matters, and convey information relative to equipment item processes and systems.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions and Inventory Management Series 2010 positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing duties that demonstrate responsibility for evaluating current inventory management systems in support of customer programs and applying analytical and evaluative methods to resolve management, funding, and supportability issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of wholesale equipment inventory management concepts, processes and techniques and familiarity with the related data systems
Comprehensive knowledge of organization's item management, wing and group responsibilities and functions, and an awareness of their impact on accomplishing the overall Air Force mission and MAJOR COMMAND goals.
Comprehensive knowledge of the central procurement budgetary cycle processes.
Ability to communicate effectively both orally and in writing
Negotiates complex issues and maintains good working relationships
Knowledge of and must be able to apply analytical and evaluative methodologies to measure effectiveness, efficiency, and productivity of implemented and proposed policies and procedures
Must possess skill in organization, guidance, and control of subordinate assigned projects.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
