The primary purpose of this position is to exercise 2nd level (or higher) supervisory and managerial authorities over the 404 SCMS/GUMA.
Duties
Exercises 2nd level (or higher) technical and administrative supervisory personnel management responsibilities for 25% or more during duty time over subordinate employees predominately in the Inventory Management Specialist Occupational Series and at the journey level or higher.
Plans, organizes, and oversees the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. Develops goals and objectives that integrate organization and logistics related objectives.
Participates in special logistics management operation projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals.
Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with management levels and all coordinating agencies.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management positions and Inventory Management Series 2010.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in performing duties demonstrating in-depth knowledge of inventory management and knowledge of a broad range of supply program relationships; analyzing and resolving difficult inventory management issues and problems involving, for example, supply processes, work methods, supply data management, or day-to-day operational procedures; knowledge and skill in using automated supply databases for inventory management determinations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of inventory management operations that involve planning, coordinating, or evaluating inventory control.
2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Ability to plan, organize and direct the functions and staff of a small to medium sized organization.
4. Ability to mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
5. Ability to identify, analyze, and translate complex information, make appropriate judgments and evaluate options concerning base readiness.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
