The primary purpose of this position is to lead a team of non-supervisory employees in accomplishing two grade interval work and to perform work that is of the same kind and level as the highest level of work accomplished by the team lead
Duties
1. Performs technical and administrative team lead duties over primarily employees on a regular and recurring basis for 25% or more of the time over subordinate positions predominantly classifiable in the Supply Group at the journey level or higher by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of subordinate work assignments.
2. Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, experience, competence, workload availability, work priorities and team member functional development.
3. Performs work associated with supply planning of a group or groups of high activity and high dollar value items.
4. Establishes, develops, and maintains effective working relationships.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Inventory Management Series 2010 and Group Coverage Qualification Standard for Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in performing duties that assisted with leading a team and routinely completed Inventory Management and planner responsible for cradle to grave supply chain management and support to worldwide customers for an area/critical group of contract, inter-service, organic and dual repaired items and sub-components; contributed to performing functions necessary to plan, execute, and distribute assigned items; knowledge of supply chain management principles, procedures, techniques and practices, management concepts, policies, methods, and regulatory guidance sufficient to conduct independent reviews and resolve difficult issues and problems in assigned area of responsibility; assisted with negotiating solutions to resolve disputed recommendations; assessed and used multiple applicable data systems and computer based office management tools; conducted detailed analysis of complex items, functions and work processes, considering a number of variables. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to plan, organize, lead functions, mentor and motivate the staff of an organization.
2. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
3. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
4. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
6. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
