About the Position: Serve as a Supervisory Program Analyst for Demilitarization (Demil) for various ACAT I, II and/or III programs within the Aviation and Missile Command Logistics Center (ALC).
This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.
Duties
Delegate the responsibility to ensure the integration of Demil requirements within the AMCOM community and the coordination of these functions for tasks performed by the various major subordinate commands and agencies which support the program.
Manage all activities engaged in the demilitarization of supported systems.
Makes substantial contributions to the overall program in establishing operating policies, priorities, procedures and short and long-range plans.
Assignments may also involve: collaborating with key personnel in DA, DoD, and other agencies who are responsible for defining the goals for the project, and works with them in preparing plans for accomplishing the goals.
Presents, defends and interprets to top officials in Government and contractor activities those policy and program aspects involved in the assigned functional area(s) of responsibility.
Participates and represents the assigned area in conferences/meetings that require extensive preparation to exchange information, in budget formulation, defend the budget, prepare issue sheets and justifications to any proposed cuts.
Work requires overall knowledge of organization program operations, goals, and objectives; programming and budgeting processes; and the contracts management/ acquisition management process.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain/maintain a SECRET clearance.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position is a Critical Acquisition Position. This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service which includes:1) Experience integrating technical requirements, schedules, and budgets of the organizational elements into short and long-range resource plans; 2) Providing reports and information to upper management based on reconciliation, review of overall financial status, and makes recommendations for funding alternatives; and 3) Analyzing budget obligation plan schedules to determine program resource requirements.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13/NH-03).

Additional Requirement for CAPS:
Highest category of certification in the applicable functional area, except for Program Management, which requires Practitioner or higher category certification.
Incumbent must execute 3-year tenure agreement, except as tailored by the CAE
