You will serve as an Administrative/Technical Specialist in the Purchase Requisition Branch; Property Management Division; Corporate Operations Department of NAVSURFWARCENACT DAM NECK VA.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14.
This position is salary capped at GS-13, Step 10 (currently $129,625). See "Additional Information" section.
Duties
You will serve as Purchasing Requisitions Branch Functional Lead and Approving Official (AO), responsible for mentoring, training, and managing the daily responsibilities for all DNA C1071 Procurement Analyst personnel and respective functions.
You will serve as the Subject Matter Expert (SME) for material and services procurement execution, processes and procedures.
You will facilitate Navy Enterprise Resource Planning (ERP) purchase requisition (PR) creation and purchase order (PO) conversion actions for internal and external customers in major Programs across NSWCDD.
You will execute systems-level troubleshooting to make recommendations to NSWCDD DNA regarding the Integrated Budget Planning and Execution System (IBPES), and the Naval Sea Systems Command (NAVSEA) ERP Business Office (NEBO) concerning Navy ERP.
You will generate metrics and reports for command leadership to ensure proper execution of material procurements.
You will monitor and provide feedback concerning the performance of all Division PR creators.
You will provide guidance and direction relating to Military Standard Requisitioning and Issue Procedures (MILSTRIP), the Government Purchase Card (GPC) Program, and Simplified Acquisitions Procedures (SAP) Contract actions.
You will provide guidance and direction relating to Financial Management Regulations (FMR) Micro-Purchase Threshold limits, incremental and Out-going Funding Document (OFD), and de-obligation requirements.
You will provide property determination guidance and training, as-needed, to ensure tangible property is properly identified and purchased for cradle-to-grave property life-cycle and financial management compliance.
You will ensure tangible property determinations and procurements are executed in accordance with all higher-level guidance, direction and standard operating procedures (SOP).
You will provide training on a periodic and as-needed basis, develop Division-level PR policies and procedures, and provide technical advice and guidance in the C1071 functional area to ensure adequate controls are in place.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector applying analytical or evaluative methods to plan, implement, or maintain an organization's procurement requirements. Examples of specialized experience may include: analyzing procurement actions to improve processes or ensure compliance with applicable laws, regulations, policies, or procedures; utilizing experience with all procurement vehicles to make appropriate program decisions; overseeing a procurement organization to ensure program goals are met; advising management or customers on material and asset management processes, policies, and regulations.
