The primary purpose of this position is to serve as Force Development Specialist at the Air Force Office of Special Investigations (AFOSI), responsible for formulating program goals, plans, and policies to monitor, and sustain the command's development of the Total Force (officer, enlisted, civilian and Reserve personnel).

Duties

Serve as Project Officer for Force Development initiatives and special interest items. Develop Diversity and Inclusion goals and objectives to measure performance and outcomes in a manner that prompts visionary adaptation of programs, plans and initiatives. Advise/counsel managers, supervisors, and employees on the continually changing needs of the functional career management program. Analyze, develop, prepare and present promotional material.

  • The incumbent must undergo an internal background investigation by Office of Special Investigations (OSI) and must be approved for duty by the Commander of OSI or the Commander's designated representative(s)
  • May be required to perform other duties in support of the AFOSI staff during times of conflict or staffing shortages
  • Cont. may be required to perform duties in support of overall Force Development Directorate, Career Field Management, Diversity and Inclusion events, including escort duties of senior leadership and other duties as required

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. For the GS-12: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes (1) knowledge of the organization, programs, missions, functions and policies of the Air Force Office Special Investigations (AFOSI) specifically, career field management, diversity and inclusion in order to effectively support and carry out highly sensitive and complex assignments; (2) planning and analyzing administrative and program operations, problem solving capability, and the development of recommendations for improvements involving specific areas of the organization; (3) collaborating with HR organizations to effectively incorporate and advance force development activities & goals and objectives into the organization and all aspects of the employee life cycle; (4) serving as a liaison with a wide variety of military and civilian personnel for the purpose of influencing views, negotiating changes where necessary, and gaining acceptance of recommendations for changing policies and procedures; (5) planning, organizing and directing others in accomplishing the work of the force development directorate. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military force development policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to professional, Total Force career development. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance on professional development. 3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization. 4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to develop and utilize appropriate barrier analysis and data collection techniques. 6. Ability to lead study teams; originate new ideas, projects and methodologies; and execute projects and/or studies within established financial and/or time constraints. For the GS-13: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes (1) expert knowledge of military command structure, programs, missions, functions, and policies of the Air Force Office Special Investigations (AFOSI) specifically career field management, diversity, and inclusion in order to effectively support the career field managers to carry out highly sensitive and complex assignments; (2) planning and analyzing administrative and program operations, problem solving capability, and the development of recommendations for improvements involving specific areas of the organization; (3) expert knowledge of a wide range of concepts, principles, practices, laws, regulations and practices of the force development, education, and human resources (HR) development programs; (4) collaborating with HR organizations to effectively incorporate and advance force development activities & goals and objectives into the organization and all aspects of the employee life cycle; (5) serving as a liaison with a wide variety of military and civilian personnel for the purpose of influencing views, negotiating changes where necessary, and gaining acceptance of recommendations for changing policies and procedures; (6) planning, organizing and directing others in accomplishing the work of the force development directorate. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
