As a Management and Program Analyst within the Kennedy Space Center Office of the Chief Information Officer, you will be responsible for performing detailed budget integration, budget management, and program analysis of business office contract and services. Coordinates and communicates anticipated budget/program challenges or issues with appropriate individuals.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Advises the Contract Management Team in developing contract requirements, integrates the budgetary and contractual requirements, and develops status reports for review at all levels within IT and by other management.
Develops cost estimates for planning purposes taking into account contract management variables and budget execution constraints. Revises budget estimates to accommodate variations in funding requirements.
Develops the annual budget formulation and execution process for assigned budget lines associated with multiple program budgets and support contracts.
Employs techniques such as cost-benefit analysis to meet budget reductions and explores alternative methods of funding. Performs procurement requisitions for IT spending including highly specialized procurements.
Performs acquisitions, proposal evaluations, budgeting, performance measurement, contract surveillance, and program/project management in the areas of IT and communications.
Performs budget management functions and coordinates contract funding for customers, to include providing monthly variance analysis.
Coordinates instructions in a clear, timely, and organized manner to team.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level
Performing budget or contract analysis and informing management of any potential issues or concerns;
Analyzing information gathered from multiple sources and presenting that data to management in a manner that they can make decisions;
Reviewing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level.
Evaluating, analyzing, and integrating budget data/information to identify solutions to problems, and to form conclusions and solutions;
Managing projects and resources, including monitoring and inspecting costs, work, and contractor performance;
Developing multi - year budgets in support of Programming, Planning and Budget Execution (PPBE), financial execution, and annual budget execution.
